in Hongkong, I venture the opinion that the installation is more

reliable, with equal safety, as at present carried out, than

would obtain were the wires encased in a system of metallic

tubing.

In the metallic tubing sewating is bound to

occur,

and the consequent deterioration would he of such an

extent as to defy the highest quality of insulation and the

most careful workmanship. I may say that the installation is

only in use for two hours daily during the training season sRY

November till February inclusive.

In your letter of 13th. February you en-

-quire on behalf of the Government whether this Company has any

good reasons to adduce against an Ordinance being brought in to

oblige my Company with others to operate under these regula-

-tions adapted to suit local conditions.

From the last five words I conclude that the

Government fully understand that the Board of Trade Regulations

in some cases cannot, in others need not be complied with.

Under these circumstances I cannot see that

-

my Company can have any objections to the bringing in of such

an Ordinance nor would they raise any objection, I believe,

were the Board of Trade Regulations, Byelaws and Memoranda

adopted in their entirety, provided that it was clearly

understood by the Officer of the Government entrusted with their

administration that he would be expected to exercise due dis-

cretion in their interpretation.

In conclusion I have to express my regret

that owing to abnormal demands upon my time I have been unable

until now to devote to the matter the attention which the

subject justifies, and in consequence a considerable time has

elapsed since the receipt of your letter.

May I be permitted to point out that it would be a convenience and probably conduce to a saving of time were copies of these and subsequent regulations handed to those
